Ruben GarzaRuben G Garza

chairman and Chief Executive Officer

Mr. Garza is one of the three original principals of the company he co-founded in 1971. In addition to his management responsibilities, he has been involved in physical surveys, biological assessments, National Environmental Policy Act (NEPA) or NEPA-related projects, and engineering studies/assessments as project manager. He has been responsible for the development of computer processing techniques for environmental data analysis. This includes software programs for processing of the thermal and dissolved oxygen information, database development, and operation and statistical treatment of ecological data using advanced computer processing techniques. He serves as principal-in-charge of GMI’s federal contracts for the Navy, Air Force, U.S. Army Corps of Engineers, and the General Services Administration. He graduated from the University of Texas at El Paso with a BS degree in physics.


Geo-Marine President and COO Mark TannerMark E. Tanner, P.E.

president and chief operating Officer

Mr. Tanner joined Geo-Marine in 2004, following a 33 year career with TXU Corporation. With TXU he spent more than 16 years in the operations and maintenance of gas- and lignite-fired production facilities, including direct and indirect environmental responsibility. In addition to his power plant experience, Mr. Tanner also held management and executive positions in Customer Service, Marketing, and Regulatory Affairs. Mr. Tanner graduated from Texas A&M University with a B.S. in mechanical engineering and earned his M.B.A. from the University of Dallas. He serves as principal-in-charge of GMI’s federal contracts for the Navy, Air Force, U.S. Army Corps of Engineers, and the General Services Administration. He is a registered professional engineer in the State of Texas.


Joe DwyerJoe Dwyer

Chief financial Officer and senior vice president

Mr. Dwyer has responsibility for cost and project accounting, oversight of the accounting department and coordinating with Geo-Marine’s vice presidents to ensure budget compliance and cost allocation. He manages cash flow, prepares financial statements, assists with tax preparation, oversees employee benefits, and interfaces with all auditing agencies. He is involved in cost proposal preparations and long range planning. In addition to his accounting responsibilities, Mr. Dwyer directs the Human Resources Department and Information Technology Department. He has a B.S. degree in business administration from the University of Texas at El Paso and an M.B.A. from the University of Texas at Austin. He became a C.P.A. in 1985.


Dan WilkinsonDan Wilkinson, Ph.D.

senior vice president, environmental

Dr. Wilkinson has 33 years of environmental experience, specializing in natural resources management, environmental baseline studies, land use/reclamation planning, and NEPA documentation conducted for various federal and state agencies as well as commercial clients. Experience gained on over 300 multidisciplinary environmental projects has allowed him to obtain a sound knowledge of pertinent Federal and state environmental regulations. Dr. Wilkinson joined GMI in 1992 and currently is program manager for the firm’s Navy contracts, responsible for project development, management, and administration. He routinely supervises interdisciplinary technical teams consisting of archeologists, biologists, cartographers, computer programmers, economists, engineers, geographers, geologists, GIS specialists, hydrologists, marine scientists, oceanographers, and planners. Dr. Wilkinson has extensive project experience throughout the U.S. and internationally. He has conducted and/or directed research projects, planning and design studies for nuclear power plants, in-situ uranium mines, coal-lignite mines, flood and water storage reservoirs, watershed/ floodplain plans, chemical plants, oil-gas developments, recreational developments, housing developments, coastal developments, pipeline routes, transmission routes, transportation corridors, and landfill sites. Dr. Wilkinson’s ecological experience has been in terrestrial (tundra, temperate and tropical forest, brush land, desert, grassland), wetland (bogs, coastal marsh, swamp forest, tundra, vernal pools, tropical mangroves), estuarine, and marine science. Dr. Wilkinson graduated from Central State University with a B.S. degree in biology. He has an M.S. degree in zoology from Stephen F. Austin State University, and a Ph.D. in botany from Texas A&M University.


Will Dean

senior Vice president, engineering services

Will DeanMr. Dean has more than 27 years of progressively responsible experience in project and program management, environmental management, construction management, public works and facilities management. He is an experienced manager of planning, design and construction projects involving multimillion-dollar facilities and infrastructure. His background is primarily focused in federal markets and includes master planning for community and housing development; beddown/relocation of military missions and industrial complexes; facilities renovations, restorations and maintenance; airfield/airport  maintenance; and environmental compliance, conservation, restoration and pollution prevention. Mr. Dean leads GMI’s San Antonio, Texas based Program Management Office and is responsible for executing major Indefinite Delivery/Indefinite Quantity contracts and associated business development and project execution activities supporting GMI’s federal clients.  Mr. Dean is a certified Project Management Professional. He holds a B.S. degree in civil engineering from Howard University and a M.S. degree in engineering management from the Air Force Institute of Technology.


Duane PeterDuane Peter

vice president, cultural resources

Mr. Peter joined GMI in 1987 and has been instrumental in the growth and quality of service from the Cultural Resources Department. He is a principal investigator and professional archeologist with 30 years of experience in cultural resources management and all phases of archeological research throughout the Southeast, the Southwest, and the Midwest. This experience includes conducting all phases of archeological research; supervising historical research, oral histories, and architectural evaluations; supervising the Section 106 review process as defined by the National Historic Preservation Act, as amended; developing historic contexts for National Register nominations; developing cultural resources management plans; and contributing to numerous environmental assessments and environmental impact statements. Mr. Peter is known for his creative solutions to Section 106 compliance and his ability to guide competing interests toward a strategy that is acceptable to all interests. Mr. Peter has been the primary contributor to integrated cultural resources management plans for a number of Department of Defense installations. These management plans, which have been noted as clear, concise, and user-friendly, address the management needs for archeological resources, architectural resources, and Native American concerns. He holds a B.A. in history from Luther College; and an M.A. in anthropology from Southern Methodist University. He has done graduate work in anthropology at Iowa State University.


Larry KaminskyLarry V. Kaminsky

vice president, energy engineering services

Mr. Kaminsky is a registered professional engineer with more than 24 years of experience in the areas of project management and project engineering. Mr. Kaminsky is experienced in planning, engineering, analysis, design, construction administration, and commissioning of a diverse assortment of projects. These projects, in general, include energy conservation, cogeneration systems, boiler/heating plants, chilled water plants, heating, ventilation and air conditioning (HVAC) systems, industrial ventilation and exhaust systems, and compressed gas systems. He has obtained this broad range of experience with medical, institutional, industrial, private sector developmental, and governmental clients. Mr. Kaminsky hold a B.S. degree in mechanical engineering, University of Tennessee. In addition, he is a Certified Energy Manager and Building Energy Professional. In addition to being a registered engineer in Texas, he is registered in Tennessee and Colorado.


Chris KoehlerChris Koehler

Vice president, business development

Mr. Koehler joined Geo-Marine in 2003 after a successful 20 year career in sales, sales management and marketing for both Fortune 100 corporations and start-up organizations. With direct responsibility for proposal development and marketing, as well as indirect oversight of sales; Mr. Koehler has help Geo-Marine grow its core federal business both within its current client base and at new clients. Further, he has identified new opportunities and developed a more robust commercial client base in the emerging fields of alternative energies, oil and gas, and within the utility industry. Mr. Koehler holds a B.A. in psychology/sociology from the University of Denver.


Mary Alice Garza

vice President contracts and special projects

Ms. Garza has experience in contracting to all branches of the federal government, state and local governments, and commercial organizations. Experience encompasses compliance with applicable federal, DOD, and other regulations and policies, as well as meeting terms and conditions on other types of contract agreements. Ms. Garza works with purchasing, supporting GMI’s government contract needs, including procurement from subcontractors, estimating systems, and ensuring the adequacy of proposals. Relevant GMI experience includes oversight of contracting, subcontracting, purchasing and other administrative functions. GMI holds environmental assessment and remediation contracts with over 100 military, civil, and commercial organizations, including the AFCEE; Naval Facilities Engineering Command, Atlantic Division; GSA; and the U.S. Army Corps of Engineers, Fort Worth and Vicksburg Districts. As a contract negotiator, she is involved in analysis, proposal development, costing, and administration of contracts to ensure compliance with the terms and conditions and statements of work, including fixed and cost contracts with the Air Force, Navy, Army and other federal agencies. She serves as assistant Facility Security Officer and supports administrative areas including contracts management, subcontracts administration, human resources, insurance administration, financial oversight, and corporate strategic planning.


Tony CecchiTony Cecchi

Vice president, planning and analysis

Mr. Cecchi has more than 14 years of experience managing complex environmental issues and multidisciplinary teams of researchers. He is a senior program manager with technical and managerial experience that includes environmental analysis; planning; contract development; contract performance; and fiscal management, as well as direct coordination, project organization, and technical quality assurance in support of Department of Defense, Government Services Administration, and commercial clients. Additionally Mr. Cecchi is GMI’s NEPA QA/QC Officer. As such he is responsible for ensuring QA/QC policies and procedures are implemented across the corporation and adhered to through the task order level. Mr. Cecchi has extensive project experience throughout the United States and has served as Program Manager, Project Manager or Interdisciplinary Team member for the preparation of numerous NEPA documents. These projects have ranged in size and complexity from small construction activities affecting less than one acre to large infrastructure and aircraft realignment actions related to Base Closure and Realignment and Quadrennial Defense Review decisions affecting resources within several states. Mr. Cecchi has more than 20 years of experience in project management including contract management for all branches of the federal government, Department of Defense, state, local, and commercial organizations. He holds a B.S. in Industrial Technology from Southern Illinois University and an M.B.A. from the University of Texas at Dallas.


Bob Delgado

Vice president, environmental Engineering

Robert “Bob” Delgado has more than 30 years experience in project and program management within the federal government and as a consultant in the private sector. He is a Viet Nam Era veteran, having served in the U.S. Navy, and received an honorable discharge. Upon receiving his B.S. degree in Mathematics from St. Mary’s University in San Antonio in 1974, he worked for the Navy in California as a mathematician/physicist supporting military satellite operations. While in California, he earned his M.S. degree in Engineering from California State University, Northridge, in 1976. In 1990, he returned to San Antonio to support and train personnel assigned to the newly formed AFCEE at Brooks AFB. Since 1990, he has supported AFCEE programs and projects worldwide providing advisory and assistance services and engineering and environmental guidance. Bob is a Certified Hazardous Materials Manager and has worked for GMI since 2001 managing environmental engineering projects for government and private industry clients in the San Antonio area. His experience includes working at unexploded ordnance sites, secure military facilities, and installations listed on the National Priorities List. Bob was instrumental in establishing GMI’s Demilitarization Program supporting projects for all branches of the military and currently manages all aspects of and GMI resources for demilitarization. He is active in the Society of American Military Engineers, Air and Waste Management Association, South Texas Association of Environmental Professionals, and San Antonio Hispanic Chamber of Commerce.
